The 21st Century Cures Act requires electronic visit verification for all Medicaid-funded personal care and home health services. Use this checklist to ensure your agency is fully compliant.
Federal Requirements (Cures Act)
EVV must capture these six data elements:
Type of service: What service was provided
Individual receiving service: The member/participant
Date of service: When the visit occurred
Location of service: Where the visit occurred
Individual providing service: The caregiver
Time service begins and ends: Start and stop times
System Requirements
EVV system is operational and capturing all six data elements
System integrates with state aggregator (Sandata, HHAeXchange, etc.)
Data transmits successfully to state on required schedule
Exception and error handling process in place
Historical data retained per state requirements
Staff Training
All caregivers trained on EVV procedures
Training documented and retained
Caregivers know how to clock in/out correctly
Caregivers know what to do if EVV fails
Office staff trained on exception handling
Ongoing training for new hires
Operational Processes
Daily review process for EVV exceptions
Timely correction of missed punches
Documentation of manual entries with reasons
Reconciliation between EVV and billing
Monitoring for patterns of non-compliance
State-Specific Requirements
